Dan Mitrione was a USAID "public safety advisor" for Uruguay in 1969/1970 who taught torture methods to the police to crack down on communist guerrillas. A Cuban agent who infiltrated the CIA said he had homeless people used as guinea pigs and personally tortured four of them to death .
